CAGDI Terms & Conditions
01. Central Agricultural Development Institution will ensure purchase of food grains or milk or milk products or institutionally covered items of registered farmers only at minimum support or other support prices etc.
02. It will be mandatory for the Central Agricultural Development Institution to adopt Aadhaar based registration process of registered farmers.
03. The registration process can be done free of cost by the Central Agricultural Development Institution through online medium or at the Farmer Service Center / Mini Collection Center / Milk Collection Center established at the Gram Sabha or Nyaya Panchayat level.
04. Under the One District One Product Scheme by the Central Agricultural Development Institution, the covered commodities, milk etc. products as well as covered food items related to institutional agriculture and allied areas or regions will be included.
05. It will be mandatory to include the nomination number of the center operator nominated by the Central Agricultural Development Institution. It will be mandatory to mention the detailed description of the center in-charge selected by the center operator nominated by the Central Agricultural Development Institution.
06. It will be mandatory to adopt online monitoring method including CCTV for the entire purchasing process at the Farmers Service Center/Mini Collection Center/Milk Collection Center established by the Central Agricultural Development Institution.
07. Nyaya Panchayats of Uttar Pradesh will be included in the second quarter of the first phase of the financial year 2024-25 by the Central Agricultural Development Institution.
08. In the third quarter of the first phase of the financial year 2024-25, the Central Agricultural Development Institution will give first priority to about one hundred and ninety types of agricultural and allied sectors or regions of the Indian nation including the state of Uttar Pradesh and other states like Maharashtra, Madhya Pradesh, Rajasthan. Covered food items will be included.
09. After purchasing agricultural raw produce in the accounts of farmers registered by the Central Agricultural Development Institution, direct benefit transfer will be done by the center in-charge within 12 to 32 hours on working days by linking the account of the pre-registered farmer through NEFT or RTGS. It will be mandatory to make the payment through the account itself.
10. After the purchase of raw milk products by the Central Agricultural Development Institution, direct benefit transfer will be made to the accounts of farmers registered by the Center in-charge within 12 to 32 hours on working days, to pre-registered farmers or members or self-help group members or farmer producer group members or cooperative society members or By linking the member's account through NEFT or RTGS. It will be mandatory to make payment through the account itself.
11. The center operator should make easy arrangements to get information about any irregularity through online medium as well as through complaint form and get information from registered farmers or members or self-help group members or farmer producer group members or cooperative society members or members. Will be mandatory.
12. It will be mandatory to make the complaint through the code of Farmer Service Center / Mini Collection Center / Milk Collection Center established by the Central Agricultural Development Institution by the designated center operator during working hours of 12 to 32 hours. In case the complaint is not processed by the nominated center operator within 12 to 32 hours of working hours through the code of Farmer Service Center / Mini Collection Center / Milk Collection Center established by the Central Agricultural Development Institution, the district administration or the officer nominated or authorized by the district administration. Or it will be done by an authorized officer. The center operator will be fully responsible for any irregularities.
Note -: The terms and conditions for the Farmer Service Center or Mini Collection Center or Milk Collection Center proposed by the Central Agricultural Development Institution are subject to change on the basis of seasonal or geographical changes. The jurisdiction of any dispute arising in this matter will be Lucknow, Uttar Pradesh.

High quality fertilizers and seeds as per the demand-fulfillment principle of the market for the registered farmers or members or self-help group members or farmer producer group members or cooperative society members etc. at the Farmer Service Center / Mini Collection Center / Milk Collection Center established by the Central Agricultural Development Institution. It will be ensured that compost, animal feed, agricultural equipment or plants etc. or other products will be made available at subsidized category or other level supply at controlled rates through cash or online payment.
02. High quality fertilizers and seeds as per the demand-fulfillment principle of the market for the registered farmers or members or self-help group members or farmer producer group members or cooperative society members etc. at the Farmer Service Center / Mini Collection Center / Milk Collection Center established by the Central Agricultural Development Institution. If the quality of compost, animal feed, agricultural equipment or plant etc. or any other product is not as per the standard, the concerned center will be liable to the concerned registered farmers or members or self-help group members or farmer producer group members or cooperative society members without any compensation. It will be mandatory to ensure withdrawal of funds into registered account within 12 to 32 hours.
03. High quality fertilizers and seeds as per the demand-fulfillment principle of the market for the registered farmers or members or self-help group members or farmer producer group members or cooperative society members etc. at the Farmer Service Center / Mini Collection Center / Milk Collection Center established by the Central Agricultural Development Institution. If the quality of compost, animal feed, agricultural equipment or plant etc. or any other product is not as per the standard, the concerned center will be liable to the concerned registered farmers or members or self-help group members or farmer producer group members or cooperative society members without any compensation. It will be mandatory to check the quality of the returned product in various ways.
04. High quality fertilizers and seeds as per the demand-fulfillment principle of the market for the registered farmers or members or self-help group members or farmer producer group members or cooperative society members etc. at the Farmer Service Center / Mini Collection Center / Milk Collection Center established by the Central Agricultural Development Institution. If the quality of compost, animal feed, agricultural machinery or plant etc. or other products is not as per the standard, it will be mandatory to be checked by the quality controller from time to time.
05. There will be no compromise on the quality of any product available for sale at every Farmer Service Center / Mini Collection Center / Milk Collection Center of the Central Agricultural Development Institution.
06. It will be mandatory to daily monitor the quality of any product available for sale at every Farmer Service Center / Mini Collection Center / Milk Collection Center of the Central Agricultural Development Institution by the Quality Controller or Assistant Quality Controller.
07. Direct or indirect distribution of products of Central Agricultural Development Institution to the farmers or members or self-help group members or farmer producer group members or cooperative society members etc. registered at the Farmer Service Center / Mini Collection Center / Milk Collection Center established by the Central Agricultural Development Institution or In case the product is returned with the intention of negatively affecting the credibility of the Central Agricultural Development Institution, the registration of the concerned registered farmers or members or self-help group members or farmer producer group members or cooperative society members etc. should be terminated. Know that under the Zero Corruption Based Policy, it will be mandatory to make the recommendation by the center operator or center in-charge etc.
Note-: The terms and conditions of purchase and sale of products etc. at each Farmer Service Center / Mini Collection Center / Milk Collection Center of the Central Agricultural Development Institution are subject to change or update on the basis of seasonal or geographical changes, any disputes arising in the matter etc. Jurisdiction will be Lucknow Uttar Pradesh.
01. The nomination process of the center operator will be done online through first come first serve etc. Application for center operator can be made by individual or group or self-help group member or farmer producer group member or cooperative society or their members.
02. CC installed by the center operator for weight measurement or other weight measurement, computer set, online monitoring of about one ton to twenty ton capacity to be installed in the Farmer Service Center / Mini Collection Center / Milk Collection Center established by the Central Agricultural Development Institution. It will be mandatory to make entries in the entry sheet on daily basis regarding TV or other equipment or plants located at the centre, seeds, organic fertilizers, animal feed etc., agricultural plants etc. or anything else.
03. It will be mandatory for the center operator (individual) to have a minimum qualification of high school.
04. Self-help groups or farmer producer groups or cooperative societies can directly submit proposals for nomination or appointment to the post of center director.
05. On the form or application received for nomination or nomination to the post of Center Director, the nomination or appointment process will be done through scrutiny, interview etc. by the board constituted by the Central Agricultural Development Institution and will be nominated under the renewal process on the basis of eleven months' work performance.

Under the proposal letter No. 43/KVS/2019-20 dated January 20, 2020 issued from the Central Agricultural Development Institution, Mr. Assistant Director General, Indian Council of Agricultural Research, issued approval/suggestion order letter number 366924/S.M. .(T.C.) dated 23.03.2020 immediately Mr. Agriculture Secretary to the Government of India New Delhi 106/KVVNo./2019-20 dated February 26, 2020 regarding procurement proceedings report/proposal/report or grant of institutional approval Was done . Order number CRCD000732687864 dated 30 January 2020 issued to Hon'ble Chief Minister, UP Government on the purchase proposal for the establishment of Central Office / Headquarters, Order No. of Greater Noida Development Authority-Gr.No./Institutional/2020/995 dated January 30, 2020. 04.02.2020 The proceedings have been completed. In order to establish the Central Office / Headquarters at NCR Greater Noida in the order of CRCF0013886793 issued on 27th June 2022 from the office of Hon'ble Chief Minister, Uttar Pradesh, Central Office after various actions on 27th July 2022. The approval of the Central Headquarters under the control has been received. Central Office for National / International or Global level Central Office by Central Agricultural Development Institution, Mr. Principal Secretary to Hon'ble Chief Minister, Government of Uttar Pradesh CRCD000561464368 dated 27.01.2022 Central office proposed or is in progress in Lucknow, Uttar Pradesh. It is proposed to establish a global level central financial office in Mumbai, Maharashtra under the control of the Central Office by the Central Agricultural Development Institution.
